The webinar yesterday provided a valuable exchange of information among ZLD system and component suppliers. One of the goals was to compare evaporation/crystallization to the spray drier for coal-fired power plants. All agreed that the comparison needs to be site specific. In some cases the spray drier is less expensive than the evaporation approach but the comparison was limited to FGD wastewater and not the entire plant wastewater discharge.

In order to meet tough regulations in the U.S. technology developers have made great strides in creating low cost routes to achieve mercury removal from power plant exhausts. The cost is especially low if the plant already has a scrubber. China is installing scrubbers on nearly all its plants. As a result China can remove mercury with just a few percent increase in its air pollution control investment and operating cost. There have been some very significant recent breakthroughs which need to be communicated to the Chinese policy makers. To this end Mcilvaine conducted a webinar in Mandarin Chinese with two FGD experts . A presentation on removal technology was made by Bobby Chen of CBI Shaw. A poorly operating air heater, however, will result not only in a direct reduction in air heater thermal efficiency but will also have detrimental downstream effects that can result in an additional loss in efficiency of 5 to 10 percent. Industrial Boiler MACT - Impact and Control Options - Webinar March 10, 2011
On February 23, 2011 the U.S. EPA issued “Sensible Standards” for Boilers and Certain Incinerators that cut the cost of implementation by about 50 percent from an earlier proposal issued last year. Because the final standards significantly differ from the proposals, EPA believes further public review is required. Therefore, EPA will reconsider the final standards under a Clean Air Act process that allows the agency to seek additional public review and comment to ensure full transparency. EPA's reconsideration will cover the emissions standards for large and small boilers and for solid waste incinerators.

Improving ESP Performance Webinar - Hot Topic Hour January 20, 2010
ESP Performance Improvement can be Substantial - Hot Topic Conclusion on January 20 There has been lots of focus on replacing ESPs with baghouses to meet upcoming regulations. The speakers in the Hot Topic Hour yesterday said there is an alternative. You can upgrade existing ESPs and achieve results which may satisfy future requirements. Dr. Yougen Kong, P.E., Technical Development Manager at Solvay Chemicals, Inc., told the attendees that “there is a better alternative to SO3 for conditioning electrostatic precipitators.” Trona addition system is simple and its capital cost is much lower than that of a SO3 production and injection system. Trona is relatively inexpensive and can be injected in several places. Mick Chambers, Southern Environmental, Inc, said that you can upgrade your ESP and with halogen-based additives in the coal, you can meet the particulate and mercury regulations. He showed that the SCA of recent installations has been relatively low and yet the performance high. So the footprint of a retrofit does not have to be large. When asked about the wet ESP using a fabric for the collection plate, Mick said that it is a good option and successful on industrial boilers and process applications. We were sorry to learn that John Caine passed away in a tractor accident last September. John had represented SEI in several of our previous Hot Topic Hours and has long been a contributor to the industry. Steve Jaasund, Manager Geoenergy Division A. H. Lundberg Associates, made a case for adding a wet ESP after the FGD system to meet the upcoming MACT regulations. In the discussion period it was speculated that the new mass monitoring requirements would make it more difficult for dry ESPs to meet emission limits. The wet ESP will eliminate the exceedance spikes associated with a stand-alone dry ESP. Paul Leanza of Pollution Control Services, Inc. indicated that many utilities have the opportunity to greatly improve performance of their existing precipitators. He indicated that 50 percent of the emissions occur during rapping (rapping reentrainment). These particles are relatively large and do not cause opacity spikes proportional to the mass increase. It was speculated that with mass monitoring this phenomenon will be an unpleasant surprise. Emissions will be higher with mass monitors than they were thought to be with opacity monitors and periodic stack testing. Ron Landreth of Albemarle was pleased to find that their brominated PAC actually improves precipitator performance whereas the non-brominated PAC may add to emissions. So it is worth considering brominated PAC to capture mercury and reduce particulate. Jean Bustard of ADA-ES (ADA Environmental Solutions LLC) related experience with a proprietary conditioning chemical which has performed well and does not impact mercury capture with PAC. The company offers another approach to conditioning hot side precipitators.

According to the speakers we can expect a final rule promulgated in 2011 or 2012. The big question is “Will the final rule classify CCR as special wastes subject to regulation under Subtitle C of RCRA (Resource Conservation and Recovery Act) when destined for disposal in landfills or surface impoundments (essentially hazardous waste) or as non-hazardous wastes regulated under Subtitle D of RCRA?” If EPA decides to classify CCR as “hazardous,” under Subtitle C, EPA would create federally enforceable requirements for ash management, including waste generation, transportation and disposal. If CCR is declared non hazardous, under Subtitle D, EPA would only mandate a set of minimum national standards and leave it up to state governments and citizen litigation to enforce them.

Industrial MACT Webinar - Hot Topic Hour November 18, 2010 - Part 1
Sodium Bicarbonate, Lime, CDS and Regulations were among the Topics covered on the First Day of the Industrial MACT Webinar. In 60 days or so we will know the specific changes for the final Industrial MACT. Correction-- we will know what is final until it is changed again. Unfortunately it will be three more years to find out if litigants are successful in causing changes. However, it will take three years to install the equipment and run it long enough to make sure of compliance. So it would seem there are two choices. Litigate and gamble you won’t have to shut down your plant or go ahead with the assumption that the rule will stand. Password: hth107

Dibasic Acid from Invista for Higher SO2 Removal Efficiency
Invista DBA will be Available to Improve FGD Efficiency Rick Beatty and Gary Hilkert of Invista told a Hot Topic audience Wednesday that the Orange, Texas plant will be starting operations in the first quarter 2011 and will be able to deliver dibasic acid (DBA) to the power market. The meeting started with an overview by McIlvaine pointing out that the PM2.5 ambient rules will force states to require very low emissions of SO2 in order to reduce sulfates. Los Angeles is still struggling to meet the ambient rules even after they eliminated coal-fired power plants and major sources. The South Coast Air Quality Management District issued a new rule this month which will require refineries and several remaining sources to reduce SO2 to less than 10 tons at a cost of many millions of dollars. Note this is not 10,000,000 tons, or 10,000 tons. It is 10 tons aggregated for all sources. By contrast coal-fired boilers in the rest of the country emit 8.9 million tons. The new South Coast reduction is less than CEMS accuracy when the emissions are 10,000 tons. There is a caveat. If sources cannot buy allowances for less than $50,000/ton, then there is some relief. Welcome to the new world of PM2.5 ambient limits. DBA can substantially improve the efficiency of a limestone SO2 scrubber. In fact it can provide the equivalent of spraying an extra 20 gpm/1000 cfm of limestone slurry. So a power plant with the need to move from 92 to 95 percent SO2 removal can either add 25 percent to the pump energy input or buy an organic chemical. With greenhouse gases being of increasing concern, the increase in energy consumption is critical. DBA can minimize the efficiency reduction due to high chlorides in the recirculating scrubbing liquor. It can provide fuel and limestone purchasing flexibility. There is the potential to add to the biological oxygen demand in the wastewater but zero liquid discharge or biological treatment solves this problem. Most plants have wastewater concerns with or without DBA. DBA may improve HCl removal efficiency. Its function in dissolving the limestone should be equally effective on acid gases other than SO2. Since the Utility MACT will probably limit HCl to 3 ppm, it is likely that scrubber systems will be designed around this parameter. Invista is offering carload quantities of DBA for testing.

Zero Liquid Discharge for Power Plant Scrubbers Webinar - Hot Topic Hour November 12, 2008
On November 12, 2008, Devesh Mittal and Greg Mandigo made the case for zero liquid discharge as an alternative to the combination of physical and biological treatment. Three systems are operating at Enel plants in Italy with others under design. KCPL Iatan 2 will also use ZLD. A number of systems are already used for cooling tower blowdown. Biological systems require dilution to protect the micro organisms. Also, boron and certain other contaminants are not captured in these systems. Zero liquid discharge achieves the complete prevention of contaminants reaching the wastewater.

Fabric Selection for Coal-fired Boilers Webinar - Hot Topic Hour October 28, 2010
A large group of attendees heard five very good presentations related to the selection of the best filter media to meet the various coming regulations for PM2.5. Attendees agreed that the fundamental filtration capability of the vast majority of fabrics available today, as measured by laboratory tests, far exceeds any existing or expected emission control requirement and the performance of many is below the minimum detectable limit of the test methods. Several presenters pointed out that while the results of these evaluations can be a good guide for filter efficiency and pressure drop, the actual performance of filter material will rarely achieve the levels seen in these tests. This is because the actual performance is dependent on many factors related to the specific site conditions. This causes a concern in the industry that regulators will assume that lab test results are indicative of actual performance and expect the same performance at every installation. Dr. McKenna indicated that because filter media performance was so good, future enforcement will most likely be focused on plant baghouse O&M. He also stated that it will be important to demonstrate what aspects of O&M plans are practical and valuable, so that regulators do not make these plans an operational nightmare.

Nuclear Power Plant Water Treatment Webinar - Hot Topic Hour July 1, 2010
Three industry experts provided presentations for the McIlvaine Hot Topic discussion on Nuclear Power Plant Water Treatment. • The first presentation was by Gregg Poppe of Dow Water & Process Solutions: ‘Reducing Chemicals and Waste with Advanced Water Purification Technology.’ This presentation addressed the three primary stages of effective water treatment including Pre-Treatment, Roughing, and Polishing. The importance of safe, reliable, efficient, and “green” environmentally sound practices was emphasized. Ultrafiltration using Dow tubular UF membranes was highlighted as an effective pre-treatment going into RO filtration. EDI was discussed as an effective polishing procedure that eliminates the need for chemical treatments. • The second presentation was by Timothy Rittof of Veolia Water Solutions and Technologies: ‘Nuclear Power Plant Water Treatment.’ This presentation discussed various clarification processes for non-process water including river water, reclaim (grey) water, and cooling tower blowdown water. The Actiflow and Actisoft clarifiers and softeners were discussed, along with disc filters and CeraMem filters by Veolia. Also discussed were energy recovery multi-effect-evaporators for the production of fresh water using waste heat from power plants. Veolia provides more than 40 years of experience in nuclear power plant water treatment. • The third presentation was by Anthony Rossi of GE Water & Process Technologies: ‘PWR Dispersant Review & Update, OptiSperse PWR6600.’ This presentation addressed the dispersion of iron oxides in steam generator (SG) systems using the OptiSperse polyacrylate dispersant, without any sulfates or chlorides. Testing showed very high dispersion activity with very low polyacrylate dosages. The effectiveness of the treatment at reducing corrosion, and thermo-hydraulic instabilities was discussed. Advantages include improved long-term thermal performance of the SG, potential for long-term reduction in routine off-line cleaning frequency, and the long-term goal of a reduction in frequency or complete avoidance of full bundle SG chemical cleaning.

Catalyst Selection for Coal-fired Power Plants Webinar - Hot Topic October 21, 2010
Experts representing consulting, catalyst, regeneration, and systems companies provided an indepth analysis of the latest trends in catalyst use in coal-fired power plants. The dominant theme was that the SCR is no longer just a NOx removal device but is a multi-pollutant control device. Various alternatives for increasing performance and decreasing cost were proposed. Some involved maintenance of the existing catalyst while others emphasized better designs which last longer without maintenance and can thereby minimize or eliminate the maintenance. There was also discussion on how the various designs compare. The claim was made that hydraulic diameter was a better measure than pitch. There was agreement that it would be desirable to define various terms relative to maintenance of catalysts. The consensus seemed to be as follows: CATALYST Management 1. Maintenance a. Cleaning b. Rejuvenation c. Regeneration 2. Integrated Approach to Mercury Control for Low Sulfur Coals Webinar - Hot Topic Hour May 14, 2007
Mercury from low sulfur coal burning plants can be cost effectively reduced by utilization of combustion optimization, particulate control and sorbent injection. Sorbent usage is minimized. Experience has also been achieved with the addition of biomass to the coal. A hybrid Max 9 collector at 90 MW is operating effectively with substantial mercury reduction in a pulp mill where the fuel is 90% coal and 10% biomass. Combustion optimization is achieved with biomass as either a co-fired or reburn fuel. GE is making quotations and is prepared to deal with the stringent timelines facing utilities in many States.
