Oklahoma Gas & Electric modifies bottom ash ponds to meet CCR requirements

The Red Rock, Oklahoma plant was upgraded in 2015 to meet the CCR rules. Burns & McDonnell provided professional engineering services including evaluation of existing bottom ash settling basins for adequate settling of bottom ash solids as well as structural capacity to meet the requirements of the Coal Combustion Residuals (CCR) Rule. The existing bottom ash settling basins were inadequately sized to limit solids carry-over. Subsequently, an abandoned two-cell coal pile settling basin was repurposed to capture bottom ash solids. Modifications to the bottom ash water system included structural upgrades to the repurposed basin, a jack-and-bore pipe beneath a rail line, overland and below grade HDPE piping, and multiple process modifications to the bottom ash water system. A bottom ash stackout pad, perimeter walls, and stormwater drain system were designed to containerize bottom ash and waste ash solids for temporary storage.

CCR costs are at least $50 billion over 100 years for U.S. power plants

With the big potential to beneficiate impounded flyash, the gross cost could be much higher than $50 billion but byproduct sales could put the net cost at less than $50 billon.

Biological Treatment or ZLD for FGD Wastewater

The Biological treatment process is perceived as the low-cost option to FGD treatment and the Zero Liquid Discharge process is perceived to be more expensive from a CAPEX and OPEX standpoint. While this is true, the difference is not as much as has been presented within the market by various engineering firms. In addition, there are options for achieving ZLD while reducing the costs associated with this alternative. Burns & McDonnell has postulated that the cost of biological treatment plants and ZLD plants are closely competitive up to 200 GPM whereas CH2M indicates the installed cost of ZLD to be three times that of Biological treatment. The equipment costs and estimated installation costs of the ZLD system generated by Aquatech paint a much more positive depiction of the relative installed costs of ZLD compared to Biological treatment.

Meeting the new ELG and CCR requirements- options explained by Patrica Scroggin

Patricia Scroggin, currently a regional practice manager at Burns & McDonnell, explained the options for meeting the CCR and ELG requirements. Bottom ash choices include: the remote chain conveyor which does not require modifications at the boiler but is high in capital cost, and the Magaldi dry cooler which has the advantage of being a dry system but can provide a problem in trying to locate it under the boiler. The pneumatic ash extractor, dewatering bin, geotextile tubes and other options are also available. FGD wastewater options include both biological and physical chemical treatment. The vaporation option results in zero liquid discharge. Zero valent iron is an emerging technology. Rotary Drum Vacuum Filters for Production of Wallboard-Grade Gypsum

Carl V. Weilert, Principal Process Engineer at Burns & McDonnell, discussed “The Good, the Bad and the Ugly” aspects of the proposed rule. On the positive side, he noted that the proposed rule allows for averaging among multiple units at a facility. On the negative side, he discussed why the test methods and processes for measuring total particulate matter were unreliable and questioned EPA’s assumption that dry sorbent injection (DSI) could be used to achieve compliance with the HCl limits. He also pointed out that the MACT limits for new units were too low and could effectively block any new fossil-fuel projects.

Increased Water Treatment Plant Capacity at Mexican Power Station

This paper describes the process and equipment used to treat a Mexican secondary water source in order to supply boiler feed make-up to a combined cycle power plant. RO pretreatment is provided by a highly efficient micro media filter that produces a filtrate with a turbidity of 0.1 – 0.2 NTU and an SDI value of 3 – 5. Following the RO, a compressed-bed ion exchange system was supplied to replace an existing electrodeionization polisher. The final product water produced has a conductivity less than 0.06 μS/cm.
