Industrial Boiler MACT - Impact and Control Options - Webinar March 10, 2011

On February 23, 2011 the U.S. EPA issued “Sensible Standards” for Boilers and Certain Incinerators that cut the cost of implementation by about 50 percent from an earlier proposal issued last year. Because the final standards significantly differ from the proposals, EPA believes further public review is required. Therefore, EPA will reconsider the final standards under a Clean Air Act process that allows the agency to seek additional public review and comment to ensure full transparency. EPA's reconsideration will cover the emissions standards for large and small boilers and for solid waste incinerators.

Boiler MACT Rule by Brian Higgins, Nalco Mobotec - Hot Topic Hour March 10, 2011

Brian Higgins PhD., Vice-president of Technology for Nalco Mobotec, gave a good summary of the new MACT rule and potential compliance solutions for the five regulated pollutants - PM, CO, HCl, Hg, and dioxin/furan. Brian described the potential for boiler operators to control just HCl to become a “Synthetic Area Source” and effectively then need to only comply with the far less onerous Area Source regulations. He also discussed fuel categories, the RCRA definitions of solid wastes and CISWI MACT overlap.

The Proposed Utility MACT Rule, by Brian Higgins - Nalco Mobotec -Hot Topic Hour October 4, 2011

Brian Higgins, Vice-President for Technology at Nalco Mobotec, Inc., discussed compliance strategies for the proposed rule. In particular, he noted the difficulty of using particulate matter CEMS (which measures only filterable PM) to demonstrate compliance with a total particulate matter standard. He also discussed issues associated with the ash from DSI systems used to achieve compliance with the HCl limit.
