Organic and inorganic phosphates are key components in cooling water treatment technology. According to the USEPA, nutrient pollution from phosphorus (and nitrogen) is one of the top three causes of impairment of US waters. At least 25 states have enacted some numeric criteria for nutrient discharge. This paper briefly discusses the status of emerging phosphorus discharge regulations and reports on the development of completely phosphorus-free cooling water treatment programs.
