BIO: Mr. Moore has 30 years of technical, business development and management of advanced environmental control technologies; including development and commercialization of the Dry Flue Gas Desulfurization systems (Dry FGD scrubber), the Clean Combustion System (CCS) (a field-demonstrated hybrid of coal-gasification and combustion for control of SO₂ & NO_x emissions with improved plant efficiency), Coal Beneficiation Processes and Continuous Emissions Monitoring System (CEMS), and CO₂ reduction / mitigation and sequestration processes. He holds / applied for patents in sulfur capture and coal beneficiation processes.

Mr. Moore’s focus is on strategies to mitigate and control air pollution emissions to meet the stringent new EPA air-quality regulations for the coal-fired power generation industry.

Mr. Moore is up to date and conversant with the EPA’s 1990 Clean Act Amendments, including the recent Cross State Air Pollution Rule (CSAPR) for SO₂ and NO_x emissions, the proposed NESHAP (Maximum Achievable Control Technology) standards for emissions control of SO₂, Mercury, HAPS, and Particulates and CO₂, and California’s recent AB32 GHG Regulation to reduce CO₂ emissions to1990 levels.

Mr. Moore’s recent programs as a Prime Contractor include the Re-Engineering, Design, Equipment Selection, Supply and Start-Up Supervision of a coal-fired power plant for low SO₂ and NO_x emissions with improved efficiency. New development includes advanced coal beneficiation processes and CO₂ mitigation and sequestration programs.
