200 MW IGCC Power Plant near Penwell, TX Still in the Works
Summit Power Group said the IGCC power project near Penwell, TX, is still in the works. “We’re proceeding as planned, but it’s taking longer than we were expecting,” said Laura Miller, Summit’s director of Texas projects. A Memorandum of Understanding signed last September with Sinopec Engineering Group and The Export-Import Bank of China slowed proceedings, she said. In addition, the company is negotiating with several other investors and hopes to make an announcement in the next 30 to 45 days, Miller said. As soon as financing is in place, the company plans to break ground on the project, perhaps in late summer.
Siemens has contracted with the Sinopec Group to provide engineering, procurement and construction of the plant’s gasification and chemical block. Fluor Corp. is design engineer, and The Linde Group is designing and providing cost estimations for the handling of synthesis gas, carbon dioxide compression, mercury removal, sulfuric acid production, ammonia production and urea. Summit has signed contacts to sell 80 million cubic feet of compressed CO2 per day to Whiting Petroleum. The plant is designed to annually capture 2.5 million tons of CO2 that will be marketed to producers for enhanced oil recovery projects in the Permian Basin. CHS Inc. of Minnesota will purchase the plant’s entire urea output – expected to be more than 700,000 tons per year – for domestic production of urea fertilizer.
