 A consortium of 10 coops--Jackson EMC, Cobb EMC, GreyStone Power, Snapping Shoals EMC, Diverse Power, Upson EMC, Central Georgia EMC, Pataula EMC, Excelsior EMC and Washington EMC. Project Summary

Project Description

Plant Washington is designed to include:

  • One supercritical, pulverized coal-fired boiler with a maximum heat input of 8,300 MMBtu/hr.;
  • One ultra-low-sulfur, diesel-fired 240 MMBtu/hr. auxiliary boiler;
  • A steam turbine and associated generator;
  • Thirty-four cell cooling tower;
  • Emergency diesel-fired generator; diesel-fired pump;
  • Facilities for receiving, handling, and storing of coal, anhydrous ammonia, limestone, mercury removal adsorbent, and sulfur trioxide removal sorbent;
  • Facilities for handling and storing of process byproducts;
  • Facilities for on-site storage of process waste;
  • Diesel fuel oil storage tanks;
  • Supporting plant equipment.

Project Sponsor

P4G, which was formed in 2008 by a consortium of Georgia EMCs to develop and implement a strategy to meet the growing demand for affordable and reliable electricity from members of EMCs throughout the State of Georgia. In 2012 Taylor Energy Fund joined P4G to complete the development of the Project.

Location

The Project will be developed on a 1,800 acre site in rural east-central Georgia near Sandersville in Washington County.

Generation

The Project will utilize a single unit, supercritical, variable pressure, balanced draft, stationary reheat boiler; a single water- and hydrogen-cooled steam turbine/generator, and advanced emissions controls.

Output

The Project’s net power output guarantee is 850 MW.
Heat Rate = 8300 - 9440 Btu/kWh (HHV)
Electricity = ~7 billion kWh/year
Gypsum = ~421,300 tons per year
Fly Ash = ~190,000 tons per year
Bottom Ash = ~46,500 tons per year
Water = ~1.5 MGD (average)

Costs

To date a significant investment has been made in the Project for land acquisition, permitting, front-end engineering, and key operations and maintenance planning. The total cost for developing and constructing the Project is currently estimated at approximately $2.1 billion, excluding financing costs.

Fuel

Plant Washington will primarily burn a mixture of pulverized coal sourced from mines in the Illinois Basin and low-sulfur coal from the Powder River Basin. Usage will vary depending on the type and blend of coal, but is expected to range between 3.2 and 4.27 million tons per year. A 60 to 90 day supply of coal will be kept on site.

Water Requirements

Plant Washington is expected to use about 13.6 million gallons per day (“MGD”) of water on average and up to 16.1 MGD during peak usage. About 1.5 MGD will be returned to the Oconee River.

Water Sources

Plant Washington will obtain its water primarily from the Oconee River and secondarily from the Cretaceous Aquifer. On-site stormwater runoff will also be collected and re-used within the facility.

Controlling Emissions

Plant Washington would be one of the cleanest coal-fired, steam-electric generating plants in the nation: a highly efficient supercritical boiler that produces more energy with less coal; a state-of-the-art wet scrubber to reduce SO2 emissions; selective catalytic reduction to reduce NOx emissions; fabric filter baghouses to control and remove particulate emissions; sorbent injection to reduce mercury and sulfuric acid mist emissions; and a combination of surface water and groundwater for cooling and processing.

Interconnection

Interconnection into to Georgia Transmission Corporation’s (“GTC”) 500 KV line. P4G will construct a generator-tie from the Project’s switchyard to the line.

Engineering

P4G has retained the services of Black & Veatch (“B&V”) to act as their owner’s engineer for the Project. B&V is a world leader in coal fueled power generation projects. Over the last 3 years B&V has been ranked #2, #1, and #2 in the Top 25 in Fossil Fuel and/or Power Generation by Engineering News-Record. B&V brings a broad base of experience -- ranging from project development through engineering, procurement, and construction -- for large coal-fired generation projects.

Permitting

All material permits necessary to construct and operate Plant Washington have been issued.

Status

P4G expects to commence construction of the Project during the first quarter of 2013.


Project Investor

In July 2012, P4G formed a strategic partnership with the Taylor Energy Fund (“TEF”) to provide additional funding to complete the remaining pre-development phases (i.e. Engineering, PPA, Fuel, Transportation) of the Project and to help identify a long term owner and operator for the Project.  P4G has executed 7 NDAs in the past 60 days and is in advanced discussions with several of these new strategic partners.  These potential partners include well known utility affiliates, domestic and international IPPs, and a number of energy focused private equity firms all with the resources available to develop, finance, construct and operate a project of this scope and the ability to meet the April 2013 deadline for an exemption under the proposed greenhouse gas ("GHG") rule.

Our interactions to date have indicated a strong interest in a fully-permitted, supercritical facility with long-term offtake.  The value thesis for advanced coal fired generation that utilizes proven technology is well founded because it provides for strong risk adjusted returns and portfolio diversification.

Taylor Energy Fund is managed by Tim Taylor, who has substantial energy industry and business experience, is the former President and CEO of Public Service Company of Colorado (PSCo), an Xcel Energy company. In 2010, PSCo completed construction of its $1.3 billion Comanche Plant (Unit 3), a 750 MW coal-fired power plant in Pueblo, Colo.
