Moxie Energy, through its wholly-owned subsidiary Moxie Liberty LLC, is proposing to build a natural gas power plant in Asylum Township, Bradford County, Pennsylvania to take advantage of the abundant natural gas resources in the area and the skilled workforce that has developed around the domestic natural gas production. The power plant will be fueled only by natural gas (no diesel oil back-up), and will not require river water or any other large source of water typically used for cooling needs. It will consist of two combustion turbine generators that will each produce between 225 and 350 megawatts of electricity. The combustion turbines will be connected to two heat recovery steam generators where the hot exhaust gases from the combustion turbines will produce steam that will be directed to two steam turbines. The steam turbines will produce an additional 250 MW to 300 MW of electricity.
Once completed in mid 2015, the $800+ million investment will provide a significant and steady tax base to the area, 25 to 35 high paying technical and operations jobs, and an ongoing source of community programs.
Importantly, Moxie Liberty intends to use a cooling system that does not depend on drawing large amounts of water from the Susquehanna River or groundwater resources. In fact, no river water will be used at all. Instead, the project will use air-cooled condensers. ThFan noise will be minimized using special blade design and low output motors.

Alert 1096 DEP approves First Natural Gas-fired Power Plant in Pennsylvania
The Pennsylvania Department of Environmental Protection (DEP) Wednesday issued an air quality plan approval to Moxie Liberty LLC of Vienna, VA., for construction of the first power plant in Pennsylvania to run on natural gas, including gas from the Marcellus Shale. The plant, which will generate up to 936 MW of electricity, will be built in Asylum Township, Bradford County. The project consists of two power blocks, with each block including a combustion gas turbine and a steam turbine. Each combined cycle process will be able to generate up to 468 MW of electricity and will also include a heat recovery steam generator and supplemental duct burners.
DEP staff's technical review determined that the proposed levels of air emissions satisfy federal and state best available control technology (BACT) and the lowest achievable emission rate (LAER) requirements. As part of the plan approval, Moxie was also required to perform air quality analyses and submit them to DEP for review. The agency determined that the proposed emissions from the plant will not cause or significantly contribute to air pollution in violation of national ambient air quality standards. Moxie officials estimate that construction will take between two-and-a-half and three years.

Argan, Inc. announced that its wholly owned subsidiary, Gemma Power Systems (GPS), entered into a Consent and Intercreditor Agreement in connection with the construction and design of an 825 MW gas-fired power plant in Pennsylvania. GPS has been funding Moxie Liberty LLC (Moxie) in the development of this power plant by advancing approximately $3.6 million in working capital to the project. On March 28, 2013, Moxie entered into a Membership Interests Purchase Agreement with a third party investor who will provide advances of certain preconstruction costs.
